Toya’s expertise benefits RecognizeGood’s Ethics in Business Alliance program for just under one year, through an incredible Leadership Austin Fellows program led by Debbie Johnson and Christopher Kennedy. For over 12 years, Toya served at Texas Health and Human Services in a variety of impactful roles including most recently as Deputy Chief Ethics Officer, where she established the first ethics office for the largest state agency in Texas. The office provides guidance and resources to over 60,000 employees. Toya’s career of over 25 years has provided substantial experience in advising business and public sector clients on virtually all aspects of the employment relationship, ethics management and a variety of legal issues. Toya also brings substantive experience developed through a career in public service and private practice in such capacities as Special Counsel for the Texas Health and Human Services Commission, private practice and as the Associate General Counsel for Employment for Sam’s Club, a division of Walmart Stores, Inc. Toya has earned the designation of Compliance and Ethics Professional from the Society of Corporate Compliance and Ethics, certificates in diversity training from Cornell University as well as Diversity First, and is a certified facilitator in Courageous Conversations About Race through Pacific Education Group.

While her community service may be too exhaustive to list, Toya has been honored as Mentor of the Year by the Austin Under 40 Awards as well as with many other prestigious community recognitions and appointments. Toya is an actively engaged community steward serving as a volunteer leader with a focus on furthering civic initiatives and nonprofit endeavors.
